A critical thinker and talented communicator, I bring with me a proven ability to take on complex challenges underpinned by a well-respected professional credibility. A military career oriented around leading people, continuous learning, and professional exposure across varied institutional roles delineates my extensive experience. I have worked with individuals, small to large teams, led organizations, and helped steward an institution. It’s the people that truly matter and they deserve the best that we can offer as leaders.

Originally from Montreal, Casper Donovan has served in the Canadian Armed Forces for 35 years. His tours of duty have seen him serve on both the Atlantic and Pacific coasts, including serving as Commanding Officer of His Majesty’s Canadian Ship Vancouver. He was deployed around the world on Canadian, Coalition and NATO missions, including Afghanistan. Following an assignment to the Privy Council Office in support of the National Security Advisor to the Prime Minister of Canada, he was promoted to Flag rank in 2016 and mandated with playing the lead role in the development of the Royal Canadian Navy. His responsibilities touched every element of the future Navy: ships, submarines, systems, training, people, infrastructure, innovation and Digital Transformation.

RAdm (ret’d) Donovan holds a Bachelors of Politics and Economics, as well as, a Masters of Defence Studies from the Royal Military College of Canada. He is a graduate of Canada’s National Security Program, the US Department of Defense CAPSTONE course, and has completed the Senior Executives in National and International Security Program at Harvard University. He is a classically trained French chef (Le Cordon Bleu Culinary Institute) and the founder of Bowline Insight and Analysis, Incorporated.

With more than half of a career spent working at the strategic level of the Canadian Armed Forces and Department of National Defence, and nearly fourteen years in Canadian defence acquisition and procurement, I have developed a rare and unique depth of experience. Broadminded and energetic, I am a leader who has advised at the most senior levels of government and has established, coordinated and steered, through bureaucratic and political approval processes, more than $76 billion worth of defence capability program. This experience also includes running a vibrant program of naval innovation and full oversight of the Navy’s digital transformation.
